My main gripe with Steward of Gondor is that its existence seems to have hampered the inclusion of more balanced resource generation options in the early cycles. In early design, the card gave only one resource and was non-unique, which would be a much more reasonable rate IMO. The designers were aware of how powerful the card is but chose to include it anyway to give newer players a better fighting chance. Since this is a coop game you are free to omit these cards if you think that they make it too easy. This isn't different from how Sneak Attack + Gandalf can be game-breaking, or how insanely efficient A Test for Will is. Many quests will put you at a huge disadvantage, so having cards that are significantly above curve allows you to combat that without being a deck building genius. but the game is sort of build around that. Short answer: It is insanely overpowered.
